BJP, Oppn at loggerheads overEAC-PM paper on population

 ‘The question arises that if by this pace the population is increasing and Congress is hell bent upon giving reservation to the Muslims on the basis of population, they will cut the share of the SCs, STs and the OBCs’ 
PTI, New Delhi, 09.05.24 :  The BJP on Thursday expressed concern over the pace of increase in Muslim population in the country and wondered its impact on the reservation provided to SCs, STs and OBCs, claiming the Congress is “hell bent” on providing quota to the minority community if voted to power.

The ruling party’s reaction came after a recent working paper by the Economic Advisory Council to the Prime Minister (EAC-PM) said the share of the Hindu population decreased by 7.82 per cent between 1950 and 2015 in India, while that of Muslims increased by 43.15 per cent, suggesting that there is a conducive environment in the country to foster diversity. The paper titled ‘Share of Religious Minorities: A Cross-Country Analysis (1950-2015)’ further said the share of Jains in the population of India decreased from 0.45 per cent in 1950 to 0.36 per cent in 2015.

The report comes ahead of the fourth phase of the Lok Sabha polls. “It’s a very well-known fact, which has been in the public domain for around a decade. If you see the 1951 census, Hindus were having 88 per cent population and Muslims 9.5 per cent. In the 2011 census, Hindus (population) reduced to 79.8 percent from 80 percent while Muslims’ percentage went up by more than 14.5,” BJP national spokesperson Sudhanshu Trivedi told PTI, when asked for comment.

“But, the question arises that if by this pace the population is increasing and Congress is hell bent upon giving reservation to the Muslims on the basis of population, they will cut the share of the SCs, STs and the OBCs,” he added.

Trivedi said the Congress, if voted to power will, then keep on “changing” the share of reservation in future with increase in the Muslim population, “which is more likely because they (Muslims) are having possibility of multiple marriages”. Muslims share in the reservation will keep on increasing also because of “conversion and infiltration because they are having a secular cover from them (the Congress)”, he added.

“So this is a bigger question and a bigger challenge which they (Congress) have to answer,” the BJP spokesperson said. Senior BJP leader and Union minister Rajeev Chandrasekhar said that the EAC-PM’s report raises many questions because one particular community is “increasing its population in a manner where demography of India is being altered, changed”.

“This leads to some questions that need to be asked and answered,” he said, adding “How much of growth in Muslim community is being caused by illegal immigration and conversion?” he asked. “What is the impact of this significant increase in the minority community’s (Muslims) population on the rights and opportunities (available) for the other minority communities? There are Jains, Buddhists, Sikhs and Christians. Is there any crowding out of these minority communities as a consequence of this (rise in Muslim population)?” Chandrasekhar asked. He alleged that some political parties including the Congress are making “huge attempt to alter the Constitution and bring religion based reservation”.

“So, what will be the consequence when you have the Muslim community increasing its population so rapidly, from 9 per cent to 14.5 per cent and there are political forces that want to give them reservation,” he told PTI. “What will be the consequence of that on the OBC, SC and ST communities who suffered for centuries in India and have been excluded from development,” he said, adding that these are the questions which needs to be asked and answered because they will shape the future of India.

He alleged that some political parties including the Congress are making” huge attempt to alter the Constitution and bring religion based reservation”. “So, what will be the consequence when you have the Muslim community increasing its population so rapidly, from nine per cent to 14.5 per cent and there are political forces that want to give them reservation,” he told newspersons. 

“What will be the consequence of that on the OBC,SC and ST communities who suffered for centuries in India and have been excluded from development,” he said, adding that these are the questions which needs to be asked and answered because they will shape the future of India.
However, Opposition leaders accused the BJP of trying to create communal divide over the report. CPI general secretary D Raja and RJD leader Tejashwi Yadav slammed the Union government for not conducting the census, and called the working paper by the Economic Advisory Council to the Prime Minister (EAC-PM) an attempt to get votes by creating strife. Union minister and BJP leader Giriraj Singh meanwhile used the report to target the Congress, and alleged that Hindu population in the country has gone down due to its politics of appeasement. Asked about the report, Yadav said the BJP is trying to spread hatred.

“The census that was to happen in 2020-21 has not been done till now, it’s 2024… Their aim is only to mislead the people of the country, and to spread hatred. This is the agenda of Prime Minister Narendra Modi and BJP. They have fooled people of this country for ten years, and they want to do that again,” he alleged. Raja questioned the timing of the report and said: “Why has the PM’s economic advisory council come out with this report at a time when the country is going for elections? 

The Prime Minister is already trying to polarise people in the name of Muslims, talking about handing over keys of Ram Mandir to Muslims… he is taking up all such issues. That means there is an attempt to polarise people by bringing out such data. People should be cautious of such reports.

“The CPI leader said it is a “study between 1950 and 2015. Mr Modi came to power in 2014. This government has not conducted any census, has not given any data for those who died due to Covid. They have not given any data on migrant workers, or prevailing poverty. But how was this data collected?” Singh, the Union Rural Development Minister who is fighting from the Begusarai seat in Bihar, said some people want to mislead the nation, but the truth cannot be hidden. “In 1947, we had around 88 per cent Hindu population, now we are 70 percent. Muslims were eight percent, now government figures say they are 15-16 per cent, I would say they are 20 percent…” Singh claimed.

“Congress made this country a ‘dharmshala’ (inn). In 1971, the Bangladeshi infiltrators who came, made India and Bihar a sanctuary for Rohingyas, Bangladeshis… They were converted into a vote bank, it was a conspiracy to finish Sanatan. Now they are giving reservations through the backdoor…,” he alleged.

“Hindu population is decreasing, Muslim population is increasing… It shows that in the days to come, they want to make India an Islamic state, “the Union minister claimed. According to the working paper” Share of Religious Minorities: 

A Cross-Country Analysis (1950-2015)”, share of the Hindu population decreased by 7.82 percent between 1950 and 2015 (from84.68 per cent to 78.06 per cent). The share of Muslim population in 1950was 9.84 per cent and increased to 14.09 per cent in 2015 — a 43.15 percent increase in their share, it claimed. 

The paper said the data indicates that “there is a conducive environment to foster diversity in the society,” adding that it is not possible to promote better life outcomes for the disadvantaged sections of society without providing a nurturing environment and societal support through a bottom-up approach

Cooch Behar: Dispute between doctors and nurses resolved

Shashikesh Roy, MP, 8 May 2024, Cooch Behar: After a prolonged negotiation session, the longstanding dispute between doctors and nurses at Cooch Behar MJN Medical College and Hospital was successfully resolved on Monday night, thanks to the intervention of Rajeev Prasad, the Medical Superintendent cum Vice-Principal (MSVP) of the institution. 

The conflict had erupted on Saturday when nurses staged a protest at the hospital, alleging that a doctor had physically assaulted and verbally abused a nurse in the female medical department. It was reported that the altercation stemmed from a misunderstanding between the doctor and the nurse regarding communication about a patient’s blood collection. 
Responding promptly, Prasad formed a five-member committee to investigate the incident. On Monday night, Prasad convened a meeting with representatives from both parties, including senior nurses and doctors. 
Lasting approximately an hour, the meeting addressed various concerns raised by both parties and ultimately led to a resolution of the matter.

Can Chowrasta be used for commercial activities? Civic body and social bodies differ

EOI, DARJEELING, MAY 7, 2024 : Several organizations of Darjeeling have demanded that the local civic body does not allow commercial activities that require construction of structures, at Chowrasta, the only open square of the town.


On April 30, non government organizations, political parties and citizens went up in arms against the decision of the Darjeeling municipality to construct bamboo structures for stalls at Chowrasta.

The municipality had planned to organize a Darjeeling Tourist Shopping Festival that would have lasted for more than ten days. The civic body had ostensibly said the objective for the shopping festival was to generate revenues by attracting tourists.


However, amidst protest by the social organizations and NGOs, the municipality was forced to stop construction work and postpone its proposed event at the popular promenade. As a result a war of words has started between the civic body and the protestors.

According to sources, the municipality on Monday did not grant permission to the Khambu Rai community to organize an event at Chowrasta. The source said the civic body has apparently asked the ethnic community to seek permission from social organizations and NGOs. On Tuesday, eight social organizations peeved by the civic body’s remarks came together on a common platform and condemned the attitude of the municipality.

“The municipality is an elected body and has the power to implement decisions. We as citizens too have voted for the municipality members.

Therefore it is responsibility and duty of the civic body to hear the public and decide, and not us. This is a callous attitude of the civic authorities,” said Dipika Gurung, member of one of the social organizations.

In defence, the municipality chairman Dipen Thakuri had pointed that events by the police department, social and cultural organizations have been organized at Chowrasta, earlier and that the current protestors had failed to speak against it.

Gurung however said such events were social in nature and did not have commercial aspects. “We are not against cultural and social cause events at Chowrasta. We only want that temporary structures are not constructed by digging holes and congesting the square for commercial purpose,” she said. Gurung said social organizations have on occasions also lauded the good work of the municipality.

“When the municipality laid tiles in and around the market area at Chowk Bazar in the heart of the town, we praised the civic body. Likewise, when the Mall Road and Chowrasta area was cleared of hawkers and stalls, we took to social media platforms to give a shout out to the municipality. So it is not, that we only point fingers of negativity,” she said. Authorities of the Darjeeling municipality could not be reached for their comments on the allegations.

At least 6 people die, many injured as thunderstorm lashes South Bengal

Pradip Chatterjee, MP, 6 May 2024, Kolkata: At least six people died in South Bengal and many others were injured in separate incidents on Monday evening after the thunderstorm lashed several parts. According to a Railway official, frequent power trips were caused due to lightning which led to slow down in train movement. 

A banner also fell on the overhead wire at Sonarpur under Sealdah Division. However, no major disruption occurred in Sealdah North and South, according to an official. Two died in Purulia after being struck by lightning. The victims have been identified as Priyaranjan Mahato (30) and Rahul Kumar (21). 
A 49-year-old woman Uannati Majhi died after being struck by lightning in East Burdwan’s Katwa. Two others died in Ketugram under the same district. They are Biswanath Khandar (68) and Susmita Soren (14). 
In Nadia’s Nakashipara, a couple died after a wall of a brick kiln fell on them. They have been identified as Jogeshwar Hembram (28) and Talakudi Hembram (25).Meanwhile, the rain brought relief from sweltering heat in the southern districts of Bengal on Monday evening. Moderate rains hit Kolkata and its neighbouring Howrah and North 24-Parganas districts and other parts of South Bengal. 
Mercury may go down by 4-6 degrees in South Bengal in the next couple of days, said the Regional Meteorological Centre in Alipore. A squall passed through several South Bengal districts gusting up to 50-60 km per hour on Monday evening. 
Thudershowers and hailstorms had hit some parts of South Bengal, including Jhargram. The MeT office said that thunderstorms accompanied with lightning and rain is likely to continue over some parts of Kolkata, Howrah, North 24-Parganas, South 24-Parganas, Hooghly, Nadia, East Burdwan, Birbhum in the next two days. 
People in South Bengal got some relief from an intense heatwave with the first rain and thunderstorm of the season lashing Kolkata and surrounding areas. It comes as a major relief to the people in South Bengal after 16 days of prolonged heatwave. 
Temperature is expected to drop by a few notches in the next couple of days. Western districts like Purulia and Bankura also saw thunderstorms and rain as well. 
The Alipore meteorological office said that there will be no heatwave in the next four to five days. Temperature in the western districts will remain below 40 degrees, the weather officials said. 
There was a possibility of winds with a speed of 50-60 kmph in Kolkata, South 24-Parganas, Howrah, Hooghly, East Midnapore and other places in Nadia district, they added. Moderate rain with thunderstorms were likely in these areas too. 
The Meteorological department had earlier said that favourable rainfall conditions have been created in South Bengal. 
However, the Alipore weather office had forecast rain from Monday. It has forecast thunderstorms in Kolkata and its suburbs on Tuesday and Wednesday also. 
According to the MeT office record, South Bengal received 3.8 mm rainfall in April this year. South Bengal usually receives 48.8 mm rainfall on an average basis in April. 
The city has therefore registered a 92 per cent deficit in rain in April this year. Not a single incident of Nor’wester occurred this April.

Indian-origin astronaut Sunita Williams set to fly into space for a third time on May 7

PTI, Washington, 06.05.24, : Indian-origin astronaut Sunita Williams is ready to fly into space for the third time on Tuesday as the pilot aboard Boeing’s Starliner spacecraft in its the first crewed test flight.

Boeing’s Starliner will blast off for the International Space Station from Cape Canaveral in Florida.

Starliner will carry Williams, 58, and Butch Wilmore to the International Space Station, marking what could be a momentous and long-awaited victory for the beleaguered Boeing programme.

The scheduled lift-off is set for 22:34 local time on Monday (8:04  am IST on Tuesday) “We are all here because we are all ready. Our friends and family have heard about it and we’ve talked about it and they are happy and proud that we are part of the process to fix it all,” the BBC quoted Williams as saying The mission has been delayed for several years because of setbacks in the spacecraft’s development.

If it is successful, it will become the second private firm able to provide crew transport to and from the ISS, alongside Elon Musk’s SpaceX.

Such a scenario — with both SpaceX’s Crew Dragon and Starliner flying regularly — is one for which the US space agency has long waited.

“Design and development is hard — particularly with a human space vehicle,” said Mark Nappi, vice president and Starliner programme manager at Boeing, during a Thursday news briefing.

“There’s a number of things that were surprises along the way that we had to overcome. … It certainly made the team very, very strong. I’m very proud of how they’ve overcome every single issue that we’ve encountered and gotten us to this point,” Nappi said.

“This is history in the making,” NASA Administrator Bill Nelson said of the upcoming Starliner mission during a March 22 news conference. “We’re now in the golden era of space exploration.” SpaceX and Boeing developed their respective vehicles under NASA’s Commercial Crew Programme, a partnership with private industry contractors. From the outset, the space agency aimed to have both companies operating at once. The Crew Dragon and Starliner spacecraft would each serve as a backup to the other, giving astronauts the option to keep flying, even if technical issues or other setbacks grounded one spacecraft.

Williams received her commission as an Ensign in the United States Navy from the United States Naval Academy in May 1987.

Williams was selected as an astronaut by NASA in 1998 and is a veteran of two space missions, Expeditions 14/15 and 32/33.

She served as a flight engineer on Expedition 32 and then commander of Expedition 33.

During her first spaceflight, Expedition 14/15, Williams was launched with the crew of STS-116 on December 9, 2006, docking with the International Space Station on December 11, 2006. While onboard, she established a world record for females with four spacewalks totalling 29 hours and 17 minutes. Astronaut Peggy Whitson subsequently broke the record in 2008 with a total of five spacewalks.

On Expedition 32/33, Williams was launched from the Baikonur Cosmodrome in Kazakhstan, along with Russian Soyuz commander Yuri Malenchenko and Flight Engineer Akihiko Hoshide of the Japan Aerospace Exploration Agency, on July 14, 2012.

Williams spent four months conducting research and exploration aboard the orbiting laboratory.

She landed in Kazakhstan on November 18, 2012, after spending 127 days in space.

During their Expedition, Williams and Hoshide performed three spacewalks to replace a component that relays power from the space station’s solar arrays to its systems and repair an ammonia leak on a station radiator. With 50 hours and 40 minutes, Williams once again held the record for total cumulative spacewalk time by a female astronaut. The record has since been overtaken by Peggy Whitson. Williams has spent a cumulative total of 322 days in space.

Williams was born in Euclid, Ohio, to Indian-American neuroanatomist Deepak Pandya and Slovene-American Ursuline Bonnie (Zalokar) Pandya.

She holds a physical science degree from the US Naval Academy and a Master of Science in Engineering Management from Florida Institute of Technology.

I wanna hold your hand…NGO revives a long shut school in Manipur

What can a Calcutta-based NGO, a social worker from Manipur’s hills and some long-shut government primary schools have in common?

Sudipta Bhattacharjee, TT, 05.05.24 : From the air, Manipur looks like a bowl, a verdant valley girdled by green hills. There appears no hint of the unprecedented turbulence that has rocked this northeastern state over the past year.

But there is certainly a sense of eerie isolation and foreboding on the route from Imphal to the hill districts surrounding the valley. Leaving the Manipur capital behind, it takes three hours along National Highway 2 to reach Senapati town. Provisions are procured from here because the villages in the hills are scantily stocked.

While the majority Meiteis live in the valley, the Naga and Kuki-Zo communities inhabit the five hill districts of Senapati, Churachandpur, Tamenglong, Chandel and Ukhrul. From Senapati town, it takes over 90 minutes to reach the villages of Oklong and Oklong Khunou, comprising the Naga indigenous population, along roads in various states of disrepair, gradient and sudden turns.

In the village, one can find R.K. Paul Chawang, a native of Oklong Khunou. Paul is a social worker with a mission. His organisation, Amyaa, is striving to bring a semblance of progress to the otherwise stagnant villages in the vicinity that include Oklong, Oklong Maryram, Oklong Khunou, Makuilongdi and Maram Khunou. While working on a project in Arunachal Pradesh, he came across members of a Calcutta-based NGO, Prayasam, and urged them to come to trouble-torn Manipur and train the youth of Senapati hill district.

Recently, a group of Am-yaa members came to Calcutta to be trained at Prayasam’s Community Youth Hub. One of the members, Albert, who is also from Oklong Khunou village, found the skills training so helpful that, like Paul, he felt the youth back home would benefit greatly from this joint venture. Prayasam’s life-skills education module addresses vital parameters like self-knowledge, communication, relationship-building, decision-making, coping with emotions, living with disability and substance-use, among others.

In the hills of Senapati, Paul introduced the Prayasam team — founder Amlan Kusum Ganguly, Saptarshi Ray, Prasanta Roy and Manish Chowdhury — to several village elders, young adults, children and women to chalk out an action plan for the resurrection of defunct government primary schools that have no infrastructure or teachers.

According to 29-year-old Erangbe Hau, the school in-charge at Makuilongdi, “The government teachers never come to the schools, although they collect their salaries. We run the school as ‘proxy teachers’ at a salary of ₹6,000, arranged by the local church and village council.” Like him, 24-year-old Machunkam, a college student who lives in Oklong Khunou, says he and his friends are ready to spearhead the change.

Paul explains the demographic negligence of the hill districts. “During the long tenure of Congress chief minister Okram Ibobi Singh, the Nagas were at the receiving end and had to take recourse to a 100-day economic blockade. Under the present BJP dispensation with N. Biren Singh as chief minister, it is the Kukis who are being deprived. But despite his apparently kind visage towards us Nagas, there is no development. Whatever little funds trickle down, after greasing palms in between, are grossly insufficient for any welfare scheme,” he adds. Like in Bengal and many other states, there is a thriving job racket, including that for the posts of schoolteachers.

Paul is now looking to Prayasam to train the youth, hand-hold the trainees till they are able to sustain the impact on society and bring in a semblance of progress to keep the youth from migrating to the mainland, where most end up frustrated with their efforts to eke out a decent living. Ganguly says they will replicate their successful training module in Senapati very soon.

“Central to Prayasam’s approach is the focus on youth empowerment through Ontrack life skills lessons,” he explains. “Tailored specifically to the needs and aspirations of young people, these sessions equip them with essential skills such as problem-solving and leadership. Through interactive workshops and hands-on activities, youth are empowered to navigate life’s challenges with confidence and resilience. Moreover, they are trained to be community ambassadors, tasked with spearheading grassroots initiatives and mobilising their peers towards collective action for positive change.”

Elaborating, he says: “At the heart of Prayasam’s intervention strategy lies the concept of Multiple Activity Centres (MACs), envisioned as vibrant hubs of community engagement and empowerment. These centres serve as catalysts for change, offering a wide array of programmes and activities designed to uplift and empower the entire community.” In the villages of Senapati, the schools will be used as MACs — for children’s classes, youth activity as well as adult education programmes.

The MACs also serve as platforms for economic empowerment, particularly for women. In Naga society, women are not at the forefront of decision-making. To hone their skills, Prayasam will include income-generating activities, providing them with opportunities to achieve financial independence. Ganguly, an Ashoka and Ford fellow, says: “They will be trained in the marketing of forest resources, including local produce like kiwi and large cardamom, empowering the women to leverage their natural surroundings sustainably and generate income for their families.”

The Nagas of Senapati comprise the Zemi, Rongmei and Liangmai communities. All of them stand united in the quest for development. One village elder lamented that they have not seen their children and grandchildren in decades. There is no school, no health centre. Who would want to remain there, he asked.

Heat intensity reduces in east, southern peninsular India

 5 May 2024 : Indian Meteorological Department has forecast that heat wave conditions with reduced intensity are likely to continue in isolated pockets over East India till Sunday and some places over south Peninsular India till 6th May. Heat wave conditions are very likely in isolated pockets over Gangetic West Bengal, Odisha, Tamil Nadu, Puducherry, Coastal Andhra Pradesh and Rayalaseema on Saturday and Sunday. Interior Karnataka will face heat wave conditions till the 7th of May whereas Rajasthan and Madhya Pradesh are likely to face heat wave till the 8th of May.

Yesterday, highest maximum temperature of 46.3 degree Celsius was reported at Nandyal in Rayalaseema. Heat wave conditions have been prevailing over Odisha since 15th April, Gangetic West Bengal since 17th April and Rayalaseema since 24th April. Rise in maximum temperatures by two to four degrees is very likely over many parts of Northwest India, except Uttar Pradesh, during next five days.

Meanwhile, Met department has predicted heavy to very heavy rainfall spell accompanied with thunderstorms and gusty winds over Northeast India in the next two days. Wet spell accompanied with thunderstorms and gusty winds is very likely over East India during 5th to 9th of this month with maximum intensity on 6th and 7th May.

PTI, New Delhi, May 4, 2024 : The intensity of the heat wave prevailing in east and parts of southern peninsular India came down slightly on Saturday, with the weather office predicting relief from the scorching conditions in these regions after two days.

The India Meteorological Department (IMD) said heatwave to severe heatwave conditions prevailed in parts of Gangetic West Bengal, Tamil Nadu, Odisha and Telangana, with maximum temperatures settling 3-5 degrees Celsius above normal in these regions.

The mercury settled above 44 degrees Celsius in at least 10 places in these states.

According to IMD data, 13 places on Friday and 17 on Thursday recorded maximum temperatures above 44 degrees Celsius. Nandyal in Andhra Pradesh sizzled at 46 degrees Celsius and was the hottest place in the country for the third consecutive day on Saturday.

Maximum temperatures were recorded at 45.9 degrees Celsius in Kurnool (Andhra Pradesh), 45 degrees in Mahbubnagar (Telangana), 44 degrees in Odisha’s Boudh, 43.5 degrees in Karur Paramathi (Tamil Nadu), 44.6 degrees in Nizamabad (Telangana), 45.4 in Andhra Pradesh’s Cuddapah, and 43.5 degrees in West Bengal’s Kalaikunda.

The IMD said the ongoing heatwave spell in east and south peninsular India will continue until May 5-6 and abate thereafter.

Light to moderate rainfall and thunderstorms are predicted in Odisha, Gangetic West Bengal, Bihar and Jharkhand from May 5 to 9.

Scattered light to moderate rainfall is expected in east Uttar Pradesh, Haryana-Chandigarh-Delhi, Madhya Pradesh, Vidarbha and Chhattisgarh during this period.

Scattered light to moderate rainfall is also very likely in Andhra Pradesh, Telangana, Tamil Nadu, Puducherry, Kerala and Karnataka from May 6 to May 9.

The Met office on Wednesday said above-normal maximum temperatures are likely over most parts of the country in May and a significantly high number of heatwave days expected over the northern plains, central region and adjoining areas of peninsular India.

April witnessed record-smashing maximum temperatures in east, northeast and south peninsular India, prompting health warnings from government agencies and some states to suspend in-person classes in schools.

A number of stations also recorded their highest-ever April day temperatures. Five active western disturbances led to rainfall, thunderstorms and hail storms over north and central India at regular intervals in April, preventing heat waves.

The IMD data shows that heat waves this April were far worse than in 2023, the warmest year on record so far.

This trend is likely to continue in May, with around eight to 11 heatwave days predicted over the south Rajasthan, west Madhya Pradesh, Vidarbha, Marathwada and the Gujarat regions.

The remaining parts of Rajasthan, east Madhya Pradesh, Punjab, Haryana, Chandigarh, Delhi, Uttar Pradesh, and some parts of Chhattisgarh, interior Odisha, Gangetic West Bengal, Jharkhand, Bihar, north interior Karnataka and Telangana may record five to seven heatwave days during the month.

About 5 newborn Royal Bengal Tiger cubs delight visitors

Sanchita Aich Bag, MP, 4 May 2024, Siliguri: The Bengal Safari Park authorities have introduced their newest members to visitors this summer vacation. After nearly two months, five newborn cubs of Royal Bengal Tigress Sheela were escorted out of the night shelter into the display area. 

The cubs made their debut in the ‘kraal’ (enclosure) this week, where visitors will be able to see them. However, they won’t be released for safari in open enclosures at the moment. It will take more time before they can roam freely in the safari area. 
Meanwhile, the two lions from Tripura are expected to be ready for safari in July. Vijay Kumar, Director of Bengal Safari Park, stated: “All five cubs, one male and four females, are healthy and in good spirits. 
Round-the-clock surveillance is ongoing but they are still too young to be released for the safari. They have been moved from the night shelters to ‘kraals’ or small enclosures for public viewing.” Recently, Sourav Chowdhury, 
Member Secretary of the West Bengal Zoo Authority, and Bhaskar J V, Chief Forest Officer (Wildlife), visited the park to inspect the condition of the new cubs and lions. The Member Secretary of the Zoo Authority expressed satisfaction with the cubs’ health condition. 
Sheela gave birth to five cubs at the Bengal Safari Park on March 6. With this, Sheela became a mother for the fourth time. Sheela gave birth to seven cubs earlier. 
This time, Sheela and Vivaan, the Royal Bengal Tiger couple, gave birth to five cubs. With this, the number of Royal Bengal Tigers at the Safari Park stood at 14. Out of which, six are male and eight are female. 
The park authorities are hopeful that these new cubs will attract more tourists to the park.

Problems related with speed breakers on Indian Roads

Matar Singh, EOI, 4 May 2024 : Speed breakers on Indian roads have been a topic of much controversy and debate in recent years, as they pose several problems for both drivers and pedestrians alike. While speed breakers are installed with the intention of controlling vehicle speed and reducing accidents, they often end up causing more harm than good due to their design, placement, and maintenance issues. You can find small rumble type breakers , double speed bumps and even some where you will find humps of about 8 to 10 inch heights.

One of the main problems associated with speed breakers on Indian roads is that they are often poorly constructed and not properly maintained. Many speed breakers are haphazardly built using substandard materials, leading to uneven surfaces that can cause damage to vehicles and endanger the safety of drivers.

Additionally, the lack of regular maintenance and repair of speed breakers only exacerbates the problem, as they become more dangerous overtime. 
Another issue with speed breakers in India is their inconsistent design and placement. Speed breakers are often installed without considering factors such as visibility, traffic flow, and road conditions, leading to confusion and uncertainty among drivers. This lack of standardization in speed breaker design and placement can increase the risk of accidents and make navigating Indian roads even more challenging for motorists. In some states you can find speed breakers on state highways and national highways.

Furthermore, speed breakers can also have a negative impact on the environment and public health. The constant braking and acceleration required to navigate speed breakers can result in increased fuel consumption and emissions, contributing to air pollution and climate change. 
Additionally, the noise pollution caused by vehicles passing over speed breakers can disturb surrounding communities and have negative effects on the well-being of residents.
In addition, speed breakers in India are often used as a means of revenue generation by local authorities, leading to their indiscriminate placement and overuse. 
This practice not only undermines the intended purpose of speed breakers in promoting road safety but also reflects a lack of coordination and accountability within the transportation system. 
It is essential for policymakers to address this issue and ensure that speed breakers are installed and maintained in a responsible manner.
Moreover, speed breakers can also pose a threat to emergency vehicles such as ambulances and fire trucks, which require smooth and uninterrupted access to reach their destinations quickly. The presence of speed breakers on Indian roads can hinder the response time of emergency services and potentially endanger the lives of those in need of urgent medical attention or rescue. 
Additionally, the proliferation of speed breakers on Indian roads can also have economic repercussions, as they can cause damage to vehicles and increase maintenance costs for drivers.
The repeated impact of vehicles passing over speed breakers can lead to wear and tear on suspension systems, tires, and other components, resulting in costly repairs and reduced vehicle lifespan. 
This added financial burden can be particularly challenging for low-income individuals and contributes to the overall economic strain on society.
In conclusion, the problems related to speed breakers on Indian roads are multifaceted and require a comprehensive and coordinated approach to address. 
The issues of poor construction, inconsistent design and placement, environmental impact, revenue-driven installation, obstruction of emergency services, and economic burden all underscore the urgent need for reform in the management of speed breakers. NH 10 closes from 6 May to 8 May for carpeting work from Rabi Jhora to 29th Mile

KalimNews, Kalimpong, 3 May 2024 : NNH 10 from Rabi Jhora to 29th Mile will remain closed for three complete days of 72 hrs starting from 6am of 6 April to 6am of 9 April. Balasubramanian T, District Magistrate of Kalimpong has notified that the said highway from Rabi Jhora to 29th Mile for carrying out bituminous work. 

His order states that a prayer has been received from the Executive Engineer II, National Highway, Division IX, P.W (Roads) requesting restriction and diversion of movement of all type of vehicles to carry out bituminous work at the stretch between Rabi bora to Gail Khola along NH 10. Therefore the administration finds it necessary to impose temporary restriction for movement of all type of vehicles to carry out the said bituminous work at the stretch between Rabi bora to Gail Khola along NH 10 to be carried on by PWD, National Highway, Division IX, P.W (Roads). 
The restriction of movement of all types of vehicles in the NH 10 stretch from Rabi Jhora to 29th Mile starting from 6 am of 6 May till 6 am of 9 May will be in effect. 
Alternative route as traffic diversion will be allowed as follows:  
1) Only small vehicles will move from Rangpoo towards Siliguri via Munsong – 17’1′ Mile – Algarah – Lava -Gorubathan and to Siliguri and vice versa round the clock 
2) Small vehicles will move from Chitrey – Kalimpong town Algarah – Lava – Gorubathan and to Siliguri and vice versa round the clock. 
3) Goods Vehicle will move from Chitrey – Kalimpong town Algarah – Lava – Gorubathan and to Siliguri and vice versa from 21.00 hrs to 06.00 hrs. 
4) Goods vehicle and small vehicles will move from Reshi – Pedong – Algarah – Lava – Gorubathan and to Siliguri and vice versa round the clock. 
Necessary restrictions at Rangpoo Check post, Chitrey and at District border – NH – 10 stretch shall be imposed by police (Traffic) for facilitating the route diversion, the notice adds.  

To Combat Heat, Puducherry Installs Green Shade Nets Over Traffic Signals

 Other than praising this initiative, people also urged the government to plant more trees for a long-term solution.

News 18, MAY 02, 2024: By the time we reach May, many parts of India start recording temperatures over 35 degrees Celsius. Stopping at a signal and waiting for the light to turn green can feel like an hour-long task. Now the Public Works Department in Puducherry has set up green shade canopies for a few meters at the traffic signal. This offers respite to those who are on two-wheelers to escape the direct sun as they wait at the signal. On Thursday, an X user shared a video that showed these shaded nets over a small stretch of roads at the traffic signal.

This small clip got over 7 lakh views in less than 24 hours. In the comments, many people praised the Puducherry government for these considerate gestures.

Installing shades at traffic lights can help deter people from jumping red lights, especially during the summer when some individuals may be tempted to do so to escape the heat.

An X user praised this initiative and said, “What a wonderful initiative by the Pondicherry Public Works Department! Erecting a shaded structure at a busy traffic crossing is a simple yet impactful way to improve the daily lives of local residents and commuters. In the sweltering heat, having a place to find respite from the sun’s relentless rays can make a big difference, both in terms of physical comfort and overall well-being.”

An X user recalled, “Takes me 6 years back. Oh yes, I remember the PY sun. It was summer. I was starting work in a Cafe, as a Barista. Doing supply runs in this heat, on the same exact road. God knows how much I welcome this move. It’s the small things that count.”

Many people also urged the government to plant more trees alongside roads. Making this point, an X user wrote, “Rather than this, perhaps the government can focus on planting more trees, which would provide shade to individuals riding two-wheelers while also benefiting the environment and lowering temperatures by 3-5 degrees Celsius.”

Another person wrote, “There is a natural shade giver which has 20000 times more use than these tarpaulins- it’s called a ‘TREE’. Plant more trees at junctions out of the way of pedestrian footpaths and traffic, on traffic islands.”

This initiative of covering roads at traffic signals with shade is also implemented in other cities around south India such as Trichy, Bhubaneswar, Gadag-Betgeri and more.

जिलाधिकारी ने तहसील नवाबगंज में संचालित रैन बसेरों का किया निरीक्षण

बरेली। जिलाधिकारी रविंद्र कुमार ने आज जनपद बरेली की तहसील नवाबगंज में मण्डलीय लेखपाल प्रशिक्षण केंद्र में प्रशासन द्वारा स्थापित रैन बसेरे का निरीक्षण किया।

जिलाधिकारी ने सम्बन्धित को निर्देश दिये कि अत्यधिक शीत के दृष्टिगत आश्रय स्थल में आने वाले व्यक्तियों को बेहतर सुविधाएं उपलब्ध करायी जाये। उन्होंने निर्देश दिये कि आश्रय स्थल रैन बसेरे में रह रहे लोगों के लिये गर्म पानी, साफ-सफाई तथा अलाव आदि की व्यवस्था रखी जाये, जिससे लोगों को किसी प्रकार की असुविधा ना हो।

उक्त के उपरांत जिलाधिकारी ने नगर पालिका परिषद नवाबगंज में संचालित रैन बसेरे का भी निरीक्षण किया। जिलाधिकारी को निरीक्षण के समय रैन बसेरे में कोई भी व्यक्ति रुका हुआ नहीं मिला तथा रैन बसेरे में ऊपर की चादर टूटी पायी गयी, जिस पर जिलाधिकारी ने नाराजगी व्यक्त करते हुए सम्बन्धित अधिकारियों को निर्देश दिए कि चादर कल तक बदलवा दी जाए। उन्होंने निर्देश दिए कि रैन बसेरे में साफ-सफाई का विशेष ध्यान रखा जाए।

जिलाधिकारी ने उप जिलाधिकारी को निर्देश दिए कि रेलवे स्टेशन रोडवेज बस स्टैंड पर रैन बसेरे संचालित होने का बोर्ड लगवाया जाए तथा केयरटेकर का नाम व मोबाइल नंबर भी अंकित किया जाए।

निरीक्षण के समय उप जिलाधिकारी नवाबगंज नहने राम, केन्द्र व्यवस्थापक सहित सम्बंधित अधिकारीगण उपस्थित रहे।

इक्यावन दिन बाद लिखा गया बाइक चोरी का मुकद्दमा

सीबीगंज (बरेली)। इक्यावन दिन बाद लिखा गया बाइक चोरी का मुकदमा पीडित लगाता रहा थाने के चक्कर पर चक्कर लेकिन थाना पुलिस करती रही सुबह-शाम सुबह-शाम।


जानकारी के अनुसार खलीलपुर मोहल्ले के रहने वाले सत्यपाल साहू की बाइक 27 नवम्बर 2023 को सीबीगंज क्षेत्र के राष्ट्रीय राजमार्ग स्थित एक बारात घर के सामने से चोरी हो गई थी जिसकी रिपोर्ट लिखवाने में सत्यपाल को इक्यावन दिन लग गए।

सत्यपाल बताते हैं जिस दिन से बाइक चोरी हुई है उस दिन से थाने के चक्कर पर चक्कर लगा रहा था लेकिन पुलिस के द्वारा सुबह आना, शाम को आना यही कह कर टाल दिया जाता रहा। अब जब इस बाइक चोरी को इक्यावन दिन हो गए हैं तब जाकर सीबीगंज थाने की पुलिस ने बाइक चोरी का मुकदमा दर्ज किया है।

आपको बता दें कि सीबीगंज थाने का ये कोई पहला मामला नही है इससे पहले भी इस थाने की पुलिस ने पिछले साल एक बाइक चोरी की रिपोर्ट दर्ज करने में 53 दिन लगा दिए थे। उसमें भी पीड़िता ने रिपोर्ट लिखे जाने की उम्मीद ही छोड़ दी थी। तब जाकर थाना पुलिस ने उसकी बाइक चोरी का मुकदमा दर्ज किया था।

अवैध खनन बर्दाश्त नही होगा : एडीजी पीसी मीणा

सीबीगंज (बरेली)। मंगलवार को पीलीभीत जिले में प्रशासनिक आला अधिकारियों की बैठक में अपर पुलिस महानिदेशक के साफ निर्देश रहे कि अवैध खनन किसी भी हालत में बर्दाश्त नही होगा। बाबजूद इसके जिले के सीबीगंज क्षेत्र में अवैध खनन बदस्तूर जारी है।

जब इस अवैध खनन की शिकायत थाना पुलिस से की जाती है तो वह टालमटोल करती रहती है और अपनी जिम्मेदारी सही ढंग से नहीं निभाती। इसी कारण पीड़ितों को उच्च अधिकारियों का दरवाजा खटखटाना होता है। तब जाकर कोई कार्यवाई होती नजर आती है।

अवैध खनन माफिया द्वारा अवैध मिट्टी के खनन का एक ताजा मामला वरिष्ठ पुलिस अधीक्षक तक पहुंच गया है इस मामले में सीबीगंज क्षेत्र के बाकर नगर सुंदरासी के रहने वाले अय्यूव पुत्र जमील ने वरिष्ठ पुलिस अधीक्षक को दिए प्रार्थना पत्र में बताया है कि उसके व उसके ताऊ की साझे में 7 बीघा जमीन है जिसमें अय्यूव के तहेरे भाई अतीक खाँ अमीन खाँ, लतीफ खाँ, मोवीन खाँ पुत्रगण नत्थू ने अय्यूव के खेत से अवैध मिट्टी के खनन कर मिट्टी बेच दी, जिसकी वजह से अय्यूव के खेत में गड्ढे बन गए हैं।

अय्यूव ने एसएसपी को दिये प्रार्थना पत्र में बताया है कि आरोपियों से जब खेत की मिट्टी बेचने को मना किया तो सभी एक राय होकर उसके साथ गाली गलौज करने लगे और कहा कि हम तुझे जमीन और मकान में कोई हिस्सा नहीं देंगे और घर से भी निकाल देंगे। 10 जनवरी 2024 को लगभग एक बजे अय्यूव बाजार से घर जा रहा था, तभी इन सभी लोगों ने एक राय होकर उसे घेर लिया और लडाई झगड़े पर आमादा हो गये। अय्यूव के विरोध करने पर इन सभी लोगों ने उसे लाठी डण्डो से मारापीटा और जान से मारने का प्रयास किया। अय्यूव को इस मारपीट में गुम चोटे भी आयीं है और उसकी उंगलियां भी फैक्चर हो गई है। राहगीरों ने अय्यूव को व मुश्किल बचाया गया इन सभी के द्वारा वहां से जाते हुए धमकी देते हुए कहा गया कि हमारा कोई कुछ नहीं बिगाड़ सकता हमारी पुलिस में बहुत पकड़ है तुझे और तेरे परिवार को घर में नहीं रहने देंगे इससे परेशान होकर अय्यूव ने थाना पुलिस से भी मदद मांगी लेकिन वहां उसकी एक नहीं सुनी गई और उल्टा पुलिस ने उसी के खिलाफ मुकदमा दर्ज करके चालान कर दिया।

इस मामले को लेकर अय्यूव वरिष्ठ पुलिस अधीक्षक से मिलकर पूरा घटनाक्रम उनके सामने रखा है। वरिष्ठ पुलिस अधीक्षक के निर्देश पर थाना सीबीगंज पुलिस ने पीड़ित की तहरीर के आधार पर मुकदमा तो पंजीकृत कर लिया है। लेकिन इस अवैध खनन के मामले में कार्यवाई किस स्तर की होती है देखना दिलचस्प होगा। जबकि मंगलवार को पीलीभीत जिले में प्रशासनिक आला अधिकारियों की बैठक में अपर पुलिस महानिदेशक के साफ निर्देश रहे कि अवैध खनन किसी भी हालत में बर्दाश्त नही होगा।

घने कोहरे के कारण दो पिकअप गाडियों में हुई जोरदार टक्कर



आंवला। घने कोहरे के कारण बरेली से सम्भल जा रहे पिकअप गाडी नं० यू पी 25 ई टी 2243 जो के सम्भल के किसी विधालय का फर्नीचर लेकर जा रहा थी। तभी सुबह लगभग 9:30 बजे स्टेशन रोड की ओर से आ रहे पिकअप की आमने सामने से टक्कर हो गई।

गनीमत यह रही की कोई बड़ा हादसा या घायल नही हुआ। पूछताछ मे पता चला कि दोनो ओर से किसी ने भी कोई तहरीर नही दी। और आपसी समझौता हो गया।

सीओ भूपेंद्र सिंह भंडारी का कार्यकाल सराहनीय-अभय सिंह

एसपी अभय सिंह ने कहा सीओ वीएस भंडारी का कार्यकाल सराहनीय रहा उन्होंने अपने सर्किल में सभी को अच्छी गाइडलाइन दी और एक पब्लिक सर्वेंट होकर उन्होंने जनता के कामकाज किया और स्टाफ को भी नई सीख दी।

कोतवाल नरेश चौहान ने कहा सीओ साहब की पहली पोस्टिंग खटीमा मे थी उनके साथ रहकर अच्छा ज्ञान और सीखने को मिला उन्होंने कभी भी सीओ होने का एहसास नहीं होने दिया। वही सीओ भूपेंद्र सिंह भंडारी ने कहा जब मेरा ट्रांसफर बाजपुर हुआ था तो मेरे दिमाग में एक ही चीज थी की बाजपुर तो बहुत ही चर्चित क्षेत्र है कैसे डील करनी होगी लेकिन यहां आकर जब देखा मैंने तो यहां के लोग बहुत अच्छे हैं छोटा-मोटा क्राइम होता रहता और सभी का व्यवहार अच्छा रहा यहां तक की उद्योगपति और नेताओं का भी व्यवहार अच्छा रहा इसके साथ ही उन्होंने स्टाफ एवं तीनों सर्किलों के स्टाफ की भी तारीफ की, और उन्होंने मीडिया के बारे में भी कहा सबका अच्छा सहयोग मिला।
