Multiple tourists die as terrorists open fire in Kashmir’s Pahalgam

Prez expresses condolence; PM says those behind heinous act won’t be spared


PTI, SRINAGAR, APRIL 22, 2025 :  Multiple tourists were feared killed and at least 20 injured when terrorists opened fire in a picturesque meadow near Kashmir’s Pahalgam town, breaking the calm of a regular Tuesday afternoon with scores of people enjoying their day out.

President Droupadi Murmu on Tuesday termed the terrorist attack as shocking and painful, and said that their dastardly, inhuman act of targeting innocent citizens was unpardonable. The President also offered heartfelt condolences to the families who have lost their dear ones and prayed for the quick recovery of the injured.

“The terrorist attack on tourists in Pahalgam of Jammu and Kashmir is shocking and painful. It is a dastardly and inhuman act which must be condemned unequivocally. Attacking innocent citizens, in this case tourists, is utterly appalling and unpardonable. My heartfelt condolences to the families who have lost their dear ones and my prayers for the quick recovery of the injured,” Murmu said in a post on X.

The death toll could be more than 20, estimated a high-ranking official without getting into details. The toll is still being ascertained, Jammu and Kashmir Chief Minister Omar Abdullah said while describing the terror attack as “much larger than anything we’ve seen directed at civilians in recent years.”

The attack, which comes as US Vice-President JD Vance is visiting India, took place around 3 PM, officials said. It could be the biggest terror strike in Kashmir since February 2019, when 47 CRPF personnel were killed in a suicide attack in Pulwama.

“I strongly condemn the terror attack in Pahalgam, Jammu and Kashmir. Condolences to those who have lost their loved ones. I pray that the injured recover at the earliest. All possible assistance is being provided to those affected. Those behind this heinous act will be brought to justice… they will not be spared! Their evil agenda will never succeed. Our resolve to fight terrorism is unshakable and it will get even stronger,” Prime Minister Narendra Modi said on X.

Baisaran, about six kilometres from the resort town of Pahalgam, is an expansive meadow ringed by dense pine forests and mountains, and is a favourite with tourists and trekkers.

Armed terrorists came into the grassland, dubbed ‘Mini Switzerland’, and started firing at tourists milling around eateries, taking pony rides, or just picnicking and taking in the sights, officials said.

“Anguished by the terror attack on tourists in Pahalgam, Jammu and Kashmir. My thoughts are with the family members of the deceased. Those involved in this dastardly act of terror will not be spared, and we will come down heavily on the perpetrators with the harshest consequences,” Union Home Minister Amit Shah said in a post on X.

Purported videos from the spot showed the chilling sight of lifeless bodies and women crying. No independent official verification was available.

Mamata Banerjee Inaugurates Thermal Power Plant in Salboni, Promises End to Load Shedding

According to district police sources, new appointments have been made in an attempt to stabilise the situation. Inspector Subrata has taken over charge at Shamsherganj, and Inspector Supriyo Ranjan Majhi has been appointed to oversee both Ghosh and Suti police stations. These are IC-rank officers, appointed in place of the removed OCs in recognition of the high sensitivity of the region. Of the three casualties reported in the violence, two were from Shamsherganj and one from Suti, highlighting the critical role these police stations play in the current crisis.

However, many are sceptical. A senior police official, while justifying the appointments as a necessary step, acknowledged that leadership changes are not a standalone solution. “We have to go to the root of the problem,” he said. “If we don’t identify and neutralise those who orchestrated this, the situation will repeat itself.”

There is also growing consensus among residents and civil society voices that the recent violence was not merely a protest against the Wakf Amendment Act, as initially believed, but a premeditated outbreak of communal tension. If that is true, identifying the real instigators becomes crucial to preventing further unrest.

At a press conference on Thursday, ADG South Bengal Supratim Sarkar confirmed that an investigation into possible intelligence lapses is underway. He assured that action would be taken if gaps are found in the system’s response to the buildup of tension in the region.

I will go to the hospitals, residences of the victims and the relief camps. The central forces and the state police are there together, and the situation will soon normalise. Following this, I will send my recommendations,” Dr. Bose told news agency PTI.

The change in itinerary follows Chief Minister Mamata Banerjee’s earlier directive prohibiting visits to Murshidabad at this sensitive time. Simultaneously, the Calcutta High Court has intervened in the matter, forming a three-member committee to investigate the situation in Murshidabad. The panel will include representatives from the National Human Rights Commission, the State Human Rights Commission, and the State Legal Services Authority. The court has also left it to the Central Government to decide whether the National Investigation Agency (NIA) should be entrusted with a deeper probe into the violence.

According to sources in Raj Bhavan, the Governor may still visit Murshidabad in the coming days to personally evaluate the situation once deemed appropriate. For now, his immediate focus remains on Malda, particularly the relief camp at Par Lalpur, where displaced families and injured civilians have taken refuge.

Kolkata Municipal Corporation to Resume Auction of Properties in Long-Term Tax Arrears with New Transparency Measures

While the rule allowing such auctions has existed for years under the Kolkata Municipal Act, legal hurdles had prevented its effective implementation—until now.


Municipal officials clarified that this extreme measure will be taken only in cases where property owners have failed to clear dues despite repeated notices and warnings. According to the provisions of Sections 221A and 221B of the Kolkata Municipal Act, 1980, the Corporation is empowered to seize and auction properties with unpaid taxes, following proper procedures.

To ensure transparency and credibility in the auction process, the KMC has now roped in 11 government-approved valuer or chartered surveyor companies. These firms will be responsible for independently assessing the properties in default. They will determine both the ‘sale price’ and the ‘reserve price’—the minimum acceptable bid—based on property condition, legal status, market trends, and other relevant factors.

Authorities will invite tenders from the empanelled companies for each valuation task, and the selected firm will be officially appointed. This move is expected to both expedite and streamline the process, while minimizing the scope for disputes or irregularities.

A notable feature of the new protocol is that the valuation will be documented in a standardized format. The report will include detailed property descriptions, current condition, structural design and layout, photographs, analysis of prevailing market trends in the area, and a formal valuation certificate. This document can also serve as admissible evidence in court in case of any future legal disputes over the auction.

Furthermore, if any of the empanelled valuation firms are required to testify in court regarding their reports, they must do so without charging any additional fee—another step toward ensuring impartiality and public accountability.

With these measures in place, the Kolkata Municipal Corporation hopes to send a clear message about the importance of tax compliance, while ensuring that due process and fairness are upheld throughout. NHRC to Visit Murshidabad Amid Rising Tensions and Human Rights Violations

The National Human Rights Commission (NHRC) has decided to send a team to Murshidabad following widespread unrest and allegations of human rights violations linked to violent protests against the Waqf Act. The move comes after a series of violent incidents, including the tragic deaths of four individuals, including a father and son, in Shamsherganj. The NHRC team is expected to conduct an on-site investigation and submit a report within three weeks.

The unrest, which has rocked several areas of Murshidabad, including Suti, Dhulian, Shamsherganj, and Jangipur, has caused significant distress to the local population. Many residents have been displaced, with numerous families seeking refuge in camps in the neighbouring Malda district. In its statement, the NHRC expressed grave concern over the murders of the father and son in Shamsherganj and the alleged lack of police action in response to these incidents.

The NHRC has instructed its Investigation Division to form a special team to visit Murshidabad and examine the situation firsthand. “Amidst the protests against the Waqf Act, news reports on social media have alleged that a father and son were murdered. It is also claimed that the police failed to take appropriate action,” the NHRC stated in its official letter to the DG of the Investigation Division. The team will be tasked with investigating the violence and providing a comprehensive report within the next three weeks.

In addition to the deaths, the violence surrounding the Waqf Act protests has resulted in widespread human rights violations, particularly against Hindus, according to local sources. Congress MP Adhir Ranjan Chowdhury, who visited the local hospital to meet injured victims, condemned the state’s handling of the situation. Speaking to the media, Chowdhury claimed that the actual scale of the violence was far worse than what was being reported by the administration. He revealed that he had met with several victims, including three people who had suffered gunshot wounds during the clashes in Samserganj.

One of the victims, a young boy of around 11 or 12 years, had sustained severe injuries to his right kidney and was in critical condition, according to Chowdhury. “I met one boy who was hit by a bullet while he went out to buy medicine for his mother. The bullet is still lodged in his body,” Chowdhury said, adding that the government was not revealing the true number of injured victims.

Chowdhury also lashed out at Chief Minister Mamata Banerjee, criticizing her for not visiting the affected areas in Murshidabad. “Why is the CM not visiting Jangipur? Her teams can travel to Hathras and Manipur, but why not to Murshidabad? Is it because it’s not a priority?” he asked.

In a more alarming development, preliminary reports from the Union Home Ministry have suggested the possible involvement of Bangladeshi miscreants in fueling the violence in Murshidabad. While the Centre has yet to release an official statement, sources indicate that the violence was exacerbated by external elements.
