The controversy erupted after Goyal publicly revealed the identity of a doctor from RG Kar Hospital who was a victim in a sensitive case, prompting widespread criticism and legal action.


In response to this incident, a public interest litigation (PIL) has been filed against Goyal in the Calcutta High Court, seeking to hold him accountable for his actions. On Monday, the court directed the central government’s Department of Personnel and Training (DoPT) to be included in the proceedings, as Goyal is an officer of the central cadre.

The division bench, consisting of Justice T.S. Shivagnam and Justice Bivas Patnaik, instructed the DoPT to submit an affidavit detailing what legal actions are available against an Indian Police Service (IPS) officer in such circumstances. The DoPT, overseen by Prime Minister Narendra Modi, is tasked with overseeing the governance of central civil services, including police personnel.

The PIL was filed by lawyer Amrita Pandey, who argued that Goyal’s actions constitute a violation of legal protocols designed to protect the identities of victims in sensitive cases. The revelation not only jeopardizes the victim’s safety and privacy but also raises ethical questions about the responsibilities of public officials in handling sensitive information.
